You can add new apps to the hardrive only if you install the system to the harddrive. Otherwise, all applications are loaded into RAM. I'm not sure if the uci extensions are an exception to this.
If you have an internet connection you can enable apt and install from deb packages, keeping in mind that dependencies (external support files needed by some applications) may be an issue...such as applications which require accelerated graphics, for example.
