I read elsewhere that you have to burn a CD from the downloaded image and reboot from that. It seems you can't boot into dsl eg by mounting the iso in a virtual cdrom drive within eg Windows and somehow rebooting from that.

(Others more knowledgeable tha I might know if something like this would be possible direct from the iso using virtual machine software on top of Windows.  Even if it were it would be simpler to go and burn a cd surely ..)
