Try the disk on a different computer to see if it works.
You need to make sure that your computer BIOS has the CDROM boot priority set to higher than the hard drive boot priority.
Some CD-RW disks do not work well with some computers. Try re-burning it as a CD-R disk.
My advice is to use Nero to do the burning. Exit all Nero Express wizards to get back to the old Nero screen.
If using Nero 5.x, choose
File -> Burn Image
from the top menu.
For Nero 6.x, choose
Recorder -> Burn image
from the top menu.
If your computer does not support booting from a CDROM drive, you will need to create a DSL boot floppy disk:
