I am working on DSL-Thai extension. I do not want to translate all menu into Thai. All menu still show in English. All I need is I can read and type in Thai. Now, I can read Thai in Firefox browser. I can share with you what I am doing. It has 2 parts: display and input. Display part, I used dsl-artwiz.tar.gz as a template for Thai bitmap fonts. I am using xfonts-thai-manop and xfonts-thai-nectec. For Japanese, you may use xfonts-ayu. Input part, I can use Thai keymap and xiterm but it can use in terminal only. For Japanese, you need a Japanese-input program. If you do not want to create a new program, you may search for Japanese Debian input (DSL is based on Debian) by Google, Yahoo and http://packages.debian.org/. I heard that someone in Taiwan is using xcin for Chinese-input with DSL.
