Check this link out for details. Save this sample file as ".wgetrc" in the /home/damnsmall directory.  Then use nano or Nedit to change the settings to work with your proxy server. You will probably need to remove the "#" before the HTTP proxy setting line in order for it to work. Obviously, you will need to replace the example proxy server address with your address. You may need to remove the "#" and replace the FTP proxy settings as well.

When you are finished editing the file, make sure to save a second copy of it in your /home/root directory as well because some scripts run wget under the root user account.
