This does not look GPL. I want to run a similar board running on GPL software. A small tiny pico GPL message board like ikonboard.
Save to Notepad button is on this bord next to Ad Reply and Preview Post buttons.

The reason I am using Ikonboard instead of a GPL board is because there just isn't a GPL board out there that has this functionality and is in perl.

PHPbb is GPL I believe.
