I don't believe there is any particular order to install these..
They both need to be on the hard drive to run amsn

tcltk8.3.dsl and amsn.dsl. get it working for me. and i also put tls1.4.1-linux-x86.tar.gz which i got somewhere at sourceforge which amsn downloads. but you should only need to download once with the harddrive install anyway i think. and um that goes in /usr/share/amsn/plugins/ :)  mmm. i had problems running some stuff after i installed whitebox. but otherwise just tcltk is needed i believe >.<
