Interesting ..
This is very similar to the xastir.dsl I use here at DSL. It also uses the tigermaps for road display, noaa links for live radar, terraserver maps for satellite views and topography data, the festival for voice announcements, ( festival.dsl ) , and a live GPS can be attached to a serial port, which works with my garmin gps12 nicely..
I even use it to send emails to folks when I am without any internet access ... (via radio) Like from the car, or a beach or park.. No attachments, only texts... 
Tried and tested, as I have it online most everyday. ( I say most because I moved it over the holidays, and it is NOW offline ) APRS rocks...
