it's like a live cd, some call it 'frugal'.
install it permanently like to a hard disk? maybe, although i don't recommend it, you might run out of space, wear out the usb, and that's just the start of your problems (see hd install section of forum for a good laugh).
dsl saves your settings to a backup file on a partition of your choice e.g DSLpanel>Backup/Restore: sda2. So you can re-boot using bootline with restore=/dev/sda2. For more info about the backup file, read the page that dillo pops out after you load dsl.
