Yes, you can.
If the USB hard drive is also a standard "USB Mass Storage" class device, it should work with DSL.
You need to make sure that your USB HDD is specified that it works with no drivers needed for Windows XP or Mac OS. Drivers will be needed for Windows 98, but if no drivers are needed for these OSes (XP and Mac OS), then it should also be compatible with Linux.
You might need to use a boot disk if your BIOS doesn't support USB HDD booting, but otherwise it should work.
