DSL versions 0.8.x are based on the KNOPPIX livecd version 3.4 dated 5-17-2004

If this livecd contains some support for speedstepping, then it is possible that the support was also included into DSL.  If not, it is possible to add this support to DSL by copying the appropriate files over from the KNOPPIX disk using a method like a myDSL extension.

http://packages.debian.org/testing/admin/cpufreqd looks interestring, maybe you should download, i think all the deps are catered for by dsl, you just need the 1 deb package and you are away, it would be an easy one to make a mydsl of and at 44k it could easily be included in the iso *hint hint john!!*
