Yes it could.  I sometimes 'play' with ratpoison, although it's a bit too minimalistic for my day-to-day computing needs.  It works fine for most things, but is slightly annoying sometimes, particularly when it comes to applications with unusual interfaces such as Gimp or Xmms.  If you've ever used Screen you'll have a good idea of what it's like...each window is the application only, with the option to split up a window into tiles, and everything is controlled with the keyboard.

My personal favorite for a truly minimalistic X interface is EvilWM.  All your applications behave in basically the same manner as in Fluxbox and can be moved, resized, and layered in the same manner, but the window manager itself is nothing but a root window + multiple workspaces....no menu, no slit, no icons, no window decoration, and no toolbar.  Apps are launched either from hotkeys or from a terminal.
