I change source to testing, apt-get update, apt-get install perl. It complains about tar cannot remove directory. I am using the latest dsl

The "tar file is a directory" error is due to a bug in the busybox version of the tar. If you'll read this thread (sixth entry) you should get the answer you're looking for.
