My guess is that these questions will be answered in the same way they were for the GBA.  Through a slow user-development and hacking process.

Looking here, we can see that this will be an exciting console to develop for, but that graphics chip is undocumented outside the Sony illuminati.  There's a block diagram of how it works, but no specifications.
