I dunno if it'a bug or what but here's a tip that works for firefox 1.0.6 on dsl 2.1 that works both vertically or horizontally.

Keep the left button down on the scroll bar and move the mouse inside the window. right-click (don't let go of the left button) to open the menu. Let go of both buttons then move the mouse outside to click on the desktop clearing the menu. You should now be able to scroll by moving the mouse without holding the button (as long as the window keeps focus).
