They are disabled to make nano smaller, it saves about a hundred kb's.
Vi and nano are in DSL, and nothing's stopping you from compiling nano yourself  Everything it depends on is included, just get the compiling stuff (gnu-utils & gcc1-with-libs), configure it with the options you want, and then save it somewhere ;)
