Sure! Download the .dsl file that you want from The DSL Repository to your pen drive.  Then you can put the .dsl files on your laptop.  To install the program just double click the *.dsl file.  To run the program right click on the desktop and look under MyDSL.  You program should be there!

Plug the pendrive in and boot DSL.

Then open the emelfm file manager and go to the /mnt directory.

You should see a mountpoint like "sda1" or "sdb1".  Highlight it and then Right-Click and choose "Mount" from the menu.

Then highlight your filename.dsl file and then push the MYDSL button inside the emelfm window.

Then Right-Click on any empty part of the desktop and choose the newly installed program from the mydsl menu section.

One more thing... Is there any way to install an app without being logged in as DSL?  I can't install as the user I made (Brigzzy), or even as root... is there a file I need to edit to change the default user, or is there no way around it?

As far as myDSL extensions go, you need to be dsl....there's no way around it unless you feel like re-writing the mydsl scripts. For most packages this should not present a problem for other users actually running the programs, but they just don't have an available desktop icon or menu item from which to launch the program. These things can be copied from /home/dsl if needed.

There are many issues involved with this behavior.  I'm pretty sure it *could* be rebuilt to accomodate installation by other users, but my guess is that the work needed to do this is heavy enough that other more important needs are being considered a much greater priority.
