For frugal, overwiting KNOPPIX and boot directories updates the system, and sometimes there are a few personal configs that are recommended upgrades (listed in the new release announcement threads).
For a Debian-style install, your simplest course of action is to backup your files and reinstall the whole thing. Extra applications will need to be reinstalled. There is no upgrade path unless you go through the bother of converting your DSL system into the equivalent of a full Debian system, but then you'd have to rely on Debian rather than DSL for your future upgrades.
