I have a machine that does that, one of my 586 machines. I haven't got the exact jumper settings for how to turn it off but it write-protects the boot sector of the primary drive on each IDE controller.

If your machine is newer than that, it might be something you can turn off with software commands in BIOS.

Meanwhile I just used a more or less similar CPU-RAM-hard disks configuration to make a bootable linux then simply switched the disks onto the Problem Child Machine.

Kind of a low(er)-tech workaround.
