I am booting with cheatcodes noapm noacpi
but there is a /proc/acpi
What should I look for to go further in the understanding of the power management?

If you system is not recognizing acpi then you might want to try the boot code: acpi=force

How bout when booting from the cd does a full poweroff on shutdown, but a hd install with the same will not automatically poweroff on shutdown?

Maybe the cd does not automatically use "noapm noacpi"...

Keeping acpi and/or apm does not change anything.
I tested that it does not work with liveCD DSL 3.0 and 3.2, but it works with liveCD knoppix 5.1.
Does anybody know what the difference between Knoppix and DSL could be at that level?
I noticed some at least on messages:
DSL boot:

apm overriden by acpi

Knoppix boot:

While shutting down DSL issues some errors:
