It looks to me like lilo is installed on hdb. So when hda boots up, it never sees lilo. If you want lilo to be a boot loader with a menu presented when you power up the computer, lilo must be installed to the MBR of hda.

Another way to boot your other drive without messing up the original MBR and bootloader for your original OS is to use a floppy-based bootmanager like the Smart Boot Manager.  It is easy to use and does no harm to your hard drive.  You still need to have a bootloader installed at the beginning of your OS partition, though.

It is also possible to run LILO from a floppy but I have never done it myself.
