Of course you can! Have you read "Getting Started"? You need to setup the backup/restore option. Usually with a standard frugal install you enter the device hda2 using the Backup/Restore button in the control panel. The default will backup your home directory plus a few files in opt. Read Getting Started!
When you download extensions the default is the /tmp directory on the ramdisk. After you try an app and you like it. Then to have availble upon next boot, as root copy the file, .dsl, .uci., or .tar.gz to /cdrom. Frugal installs mount under /cdrom and are writeable as root. You can setup an optional directory there as well. Explained in Gettting Started.
