It's part of the Lame package. You could apt-get install lame, or download a Lame Debian package and extract just the lib. If you have access to another Linux distro, you might also get the file from that.
Lame wasn't included with audacity because 1) mp3 is a patent-encumbered format with confusing regulations, and 2) it's very easy to add it to audacity once you have the lib.
