Single-user FTP is not a RAM-intensive service. Having more RAM (beyond a safe minimum level, of course) should not make a big performance difference.
As for laptop vs. desktop, the choice is yours. But keep in mind that laptops usually have some sort of powersaver mode that can shut them down after periods of inactivity.
All things being equal, I'd probably eat the extra buck or two on my electricity bill and use the desktop, but that's just my personal opinion.
