Well, if the package contains an icon entry, it will be installed in user dsl's desktop only.
If you want to copy them to other users, you can look in ~dsl/.xtdesktop

There's an icon tool option in the desktop config part of the menu. Scroll down to it and you should be able to set them up with it (single click, double click, icons on, icons off, etc.). You can get a term window from the menu, too.

One other thing I've noticed is that if you start XWin as user dsl from a directory other than /home/dsl your desktop lacks your settings, icons etc. becuase it only looks in the current directory and its children for the config files.  
I'd imagine the same is true for any other user accounts you've created (startx from /home/username) and for root (/root)
