Everything else about DSL is impressive, so it is worth another attempt if anyone has some new suggestions to try.

The strange thing is that I am using SUSE 10.2 with no problems with modem detection, and the same applies when using PUPPY.

It's not a modem. It's a network bridge (like a router) for broadband network connections. It doesn't MOdulate or DEModulate anything.

That isn't strange at all. Every distro has its own hardware detection and kernel configuration. It would be strange if everything always worked perfectly the first time through. Both distros that work for you right off the bat don't work with my hardware right off the bat.
