What version of DSL are you using? Do you receive a message during boot that a lucent winmodem was detected? Having DSL tell you what hardware you have does not necessarily mean it was installed. If you have a DSL older than version 2.0 the modem was not installed. Anything newer should be fine.
Since you're not getting a dial tone, there's either something wrong with the modem or phone line, or it's not configured properly. So I ask again, how did you configure the modem and dialing properies?
