I do not know of a way to do this within DSL, that is not to say there is not a way.  However, usually this type of thing is handled by a router on your network.  The routers that have these type of capabilities are the higher end models such as Cisco routers.  The routers the you normally use for home use do not have these capabilities.

However, I would not think that one computer surfing the net would cause too much of a  problem if you have an 8mb internet connection.

The low end (but highly capable) Linksys WRT54G has bandwidth shaping (e.g. QOS)  in the official firmware.  You can pick this up for about $40 now.  Great for VOIP phone use too.

Or you could put together your own router with and old box with the IPCOP distro.  It has an QOS add in module also.
