Exactly the same thing happens to me, frugal install on an ibm thinkpad 560z. However, sometimes it reports the right speed. (I am booting from a flash card, so I can't compare the difference with or without a cd). It looks like it might be different between when you boot from cold, or restart, but I haven't worriedtoo much about it because dsl runs ok whatever the speed, and I want maximum battery life
On my laptop, there is no bios setting i can get to for boot cpu speed.
