Google shows you are following this? http://www.damnsmalllinux.org/dsl-hd-install.html It looks like those instructions are outdated. Unless you are using some old version of DSL, you should grab the dsl-dpkg from MyDSL.
So, given with my warnings... if you want to continue, you'll need todo tar zxvf dpkg.tar.gz
Note that apt-get update will NOT work, since I believe the default repos sources are downloaded from the internet (unless you have some repos cd's)
