Well, as much as I like firefox/opera/links/picksomethingelseyoulikeandthinkIshouldbeusing, there are times when all I need is a lightning quick way to surf up some piece of information. For that, dillo really fits the bill on a pokey old pentium 1 laptop. You kids and your newfangled machines can use those modern browsers, but those of us with less than a minute and a half's load time worth of patience appreciate something a bit peppier. :-)
As for the bug, it worked in previous versions and doesn't now, hence listing it as a bug. Neither the menu item or keybinding work to bring up the dialog, so I figured it looked more like a bug than a change in functionality.
