I don't use lilo anymore and I can't remember how to modify the config file. It seems like you need to reinstall lilo everytime you modify the file, but I'm not sure about that. I use grub and it's easy.
I do remember seeing some user comments on changing the lilo file here on the forum, so you might try a search. Most files that can damage or modify your system require root access.
