you should be able to boot with option lang=fr directly from the CD.  If you decide that you want to install, you can do a hard drive install or a frugal install.  You can refer to the Wiki or do a search to get more details.

I want to partitionate the hard disk as I see DSL cannot do it
so I need a partitionner that works from start without getting to the Desktop
I tried with the system rescue disk without succes

from the liveCD to get to text mode without the desktop.  cfdisk will run from here to do the partitioning.  You could use other third-party partitioning software, you might try AEFDisk, it works OK.
