I'm pretty sure you'll need to download dsl-embedded to do what you're thinking of. And then, once you have all that unpackaged, you should be able to boot from the floppy with a "fromhd=/dev/hda1 qemu frugal" cheatcode.
DSL is only 50mb, but with QEMU added, the directory will be almost 100mb.
