FYI,
Passive FTP is sometimes a requirement for FTP connections when you are sitting behind a firewall.
So this is probably why some users with complete unrestricted access to the Internet can connect to an FTP site with Active FTP, yet others will get a failure when using the exact same site because they are "protected" behind a firewall by their ISP.
In general, Passive is the preferred method for this reason (firewalls).
However, on some VERY old FTP servers, passive FTP is unsupported and active must be used.
So in my opinion, "passive" should be the default and maybe have a config/prompt for a switch to Active if required.
