In the case of OpenOffice, I think that the package is so large that a *.ci extension is without a doubt the best option and the *.dsl one should be no longer maintained with respect to future updates.
However, since (as far as I know) there are only 4 cloop devices available and one of them is already used up by the DSL distro itself, the user is limited to only 3 *.ci extensions that can be in use at one time.
So this means that *.dsl extensions also have value. For example, firefox.ci is a great package for low-RAM computers, but firefox.tar.gz is great for users with more RAM who are already using up all 4 cloop devices.
So in the firefox case there is a benefit to maintain 2 separate packagaes.
