RomZes is probably trying to install the CS server using the bin file. I haven't tried it, but try to find out what kind of file it is. It might be a script with an packaged file inside. Then you can find were the problem occurs and solve it. You might want to try to run "file <binfile>" to find out what kind of file it is.
