Qemu runs without being installed on the host OS. It will also run with the Host being Linux, Windows and others. I have run a guest DSL os on top of DSL running in text mode (DSL 2) and it does nicely with a decent CPU (I was using 750MHz).
There is also a Qemu accelerator which does need to be installed. It could be installed on the host OS and then when starting the guest, it would run even faster.
The host could be run from a CD or USB and would not even need a HDD, although it certainly would be possible.
The advantage I see with Qemu is that the complete guest OS with Qemu can be installed on a USB and started anywhere on nearly any computer and leaving no files on the host computer.
