The HowTo was being used properly about 5% of the time (or less). Mostly it was just used as another place to post questions.
There is the Tips and Tricks forum now, which I personally hope will be used by all who have howtos to share. I look at it as being the same as HowTo, but with a more accurate name (or at least more understandable for people who may not be completely fluent in English)
