OK- I've got a new clue. I went back and repartitioned the drive so my / is 2GB. Same problem.
But- aha! I noticed that "grub" said "vector linux" when it came up. Oops! I tried vector on this machine prior to DSL. Too slow and too many tweaks to get serial mouse working, etc. DSL is faster and mouse works, etc out of the box.
I'm installing DSL to hdb. I think that's my problem. There's an old windows 98 drive that we are trying to keep windows on if we can get drivers for educational software like jumpstart type stuff.
For some reason grub is not installing to hda when I install DSL to hdb. I put GAG on there thinking it was a problem created by vector, but DSL isn't writing grub or lilo over gag either.
Any way to command it to write to the mbr on hda rather than hdb where DSL is sitting?
Or, the root partition of DSL would be fine for it as well as I could use gag to jump to it.

Now that I know what the problem is, I think I found the solution in the Wiki here:
