man pages not working (no manual entry for...)

I tried to use man pages for many commands such as apt and ping, but it's showing "no manual entry for (command)". I am new to Linux and would appreciate any help regarding how fix this issue. I really want to use the man pages. And this is a fresh install of DSL 2024.

Man pages (and other useful bits) are in separate blob so that distro still fits in CD for old machines with only CD booting capability.
