The one I'm using now is a Targus optical USB trackball/mouse that can convert between a standard wheel mouse or a trackball.  Have you tried a different mouse as an experiment?

It's possible the Dell Optical mouse could need a newer driver. I got this system brand new back in January so the system is only 4 month's old.
